Genesis 1:3
And God said, Let there be light: and there was light.
When God said, "Let there be light," it was the Spirit of God that went into action to make the light be. The Holy Spirit is the doer of the things of God. In Isaiah 63:9, He is referred to as the Angel of God’s presence. Angel means messenger. Whenever God wants to do something, the Holy Spirit goes into action.
