Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven.
Bound up in heaven or loosed in heaven means heaven backs you up.He didn't mean to say when you bind the devil on earth, he's also being bound in heaven. The devil doesn't operate in heaven. It simply means every decreeyiu make is backed up by God in heaven. Hallelujah!!
